Michael Arthur C. Sagcal

CEO

Migs has 15+ years’ experience in transaction advisory, project development, and investment banking, specializing in infrastructure and renewable energy. He has advised or worked on deals with a total value of c. $16 billion throughout his career.

His unique multidisciplinary skillset evolved from working in various professional capacities in both the public and private sectors and in all stages of a project lifecycle across more than 80 infrastructure investments.

Migs has been Country Representative of global investment banking firm Astris Finance since 2016 and is a Fellow at the Institute of Corporate Directors. He is a former mid-senior level executive and spokesperson of the Department of Transportation and has held senior positions with various advisory firms.

He holds an Executive Certificate in Economic Development from Harvard Kennedy School, a Diploma in Corporate Finance from the Ateneo de Manila University, and a Juris Doctor from the University of the Philippines.

notable experience:

  • Energy Platform Capital Raise (2024-2025): advised listed renewable energy developer Alternergy Holdings, Inc. in raising capital as part of its 500-MW capacity expansion initiative.
  • 100MW Wind Farm Project Financing (2024-2025): supported The Blue Circle and Acciona Energía in raising c. P120-million debt capital via project financing for an onshore wind project.
  • LRT-1 Concessionaire Business Development (2023-2024): advised Light Rail Manila Corp. (LRMC) on the legal, regulatory, and commercial aspects related to the expansion of its transportation network and services.
  • Ninoy Aquino International Airport PPP Bid (2023): advised DM Consunji, Inc. (DMCI) and its consortium partners on the commercial and regulatory aspects of the DOTr’s P170-billion solicited project.
  • Sangley Point International Airport PPP Proposal (2017-2023): assisted Cavitex Holdings, Inc. in conducting legal and regulatory review and structuring the financing of its P550-billion land reclamation, airport, and logistics hub development project.
  • DOTr Project Pipeline (2012-2016): led, was a member of, and supported project development teams working on a pipeline of over 40 projects, including the P65-billion LRT-1 Cavite Extension and P2.5-billion Paranaque Integrated Terminal Exchange (PITx) PPPs.
  • PPP Center Advisory (2011-2012): was a member of the Deloitte and Rebel Group consortiums from the ADB-funded panel of transaction advisors which supported the Department of Transportation and the Department of Health on the P17.5-billion Mactan-Cebu International Airport, the P7.8-billion Laguindingan Airport, the P5.7-billion Philippine Orthopedic Hospital, and the P1.72-billion LRT-MRT Automatic Fare Collection (beep Card) System projects.
  • Water Utility Acquisition (2011-2012): part of the team that conducted legal due diligence for Maynilad Water Services, Inc. in its P527-million acquisition of Philippine Hydro, Inc.

Aaron Samuel C. Chan

Managing Director – Investment Structuring and Capital Advisory

Aaron has 15+ years’ experience in investment banking, deal advisory, and finance. He has structured investments and managed assets totaling c. $15 billion in his work in renewables, infrastructure, and banking.    

He is a former Vice President for Investments at the Government Service Insurance System (GSIS) and has executed multiple deals for energy companies in the Philippines. Earlier in his career, he also worked in The Hong Kong and Shanghai Banking Corporation’s (HSBC) trust department and in the Department of Transportation’s (DOTr) project development service.

Aaron earned his MSc in Finance and Management degree from Cranfield University in Bedfordshire, UK. He also has a BS in Management cum laude and AB in Economics from Ateneo de Manila University.

notable experience:

  • GSIS (2022- 2024): led investments of over $450 million in equity and financing in the infrastructure space, including equity infusions in a rail project and a renewable energy platform; allocating funds into two large REIT deals and a private equity fund; and providing debt and quasi-debt instruments to a country’s largest conglomerate.
  • Berkeley Energy (2018-2022): led the acquisition of various hydro and solar projects totaling c. $300 million in deal size, and closed the acquisition of a portfolio of hydropower projects with a combined capacity of c. 127MW.
  • PowerSource Philippines Development Corp. (2017-2018): raised $30 million of equity financing from various institutional and corporate entities, handled the commercial development of hybrid energy projects and a pipeline of foreign expansion projects, and built financial models for 8 power projects.
  • HSBC (2014-2016): managed the exit of retail trust business, handling c. 10,000 account closures and c. $10 billion in securities movement.
  • DOTr (2011-2013): managed the development of $2 billion worth of transportation projects, including preparing feasibility studies for submission to the NEDA Board, and engaged with foreign export credit agencies and multilateral agencies for infrastructure financing.

Oscar Lumen

Managing Director – Deal Origination

Oscar has 20+ years’ experience across the banking, legal, and tech industries, specializing in cross-border transactions, venture capital, and corporate law. He focuses on sourcing investment opportunities and business development activities. 

He recently served on the board and in senior management levels at agri-tech company Greentech Ventures, headquartered in Virginia, USA; and at Nano Technology Solutions, which distributes energy savings and nano-based technology solutions in the Philippines.

Oscar has a Juris Doctor degree from New York Law School and a BS in Foreign Service, Minor in Asian Studies from Georgetown University.

notable experience:

  • Greentech Ventures d/b/a “TrueAlgae” (2018-2025): focused on fund raising and business development for the innovative microalgae-based farming input production company, for which he raised seed equity and originated opportunities in Japan, the Philippines, and Latin America as a member of and later advisor to its board.
  • Nano Technology Solutions, Inc. (2018-2025): founded and leads the multidisciplinary firm that specializes in the strategic development, sales, and distribution of energy savings and nano-based technology solutions for emerging markets, focused on the real estate and manufacturing sectors in the Philippines.
  • International Access Corporation (2014-2024): evaluated and recommended potential investment and management consulting opportunities for the Washington, DC-based firm in start-up and high-growth companies in industries such as financial services, technology, and online commerce.
  • Microfinance International Corp. (2009-2013): served as general counsel and corporate secretary in Washington, DC, where he supervised the global payments industry company’s corporate governance and regulatory compliance activities, and led its contract drafting and negotiations efforts.
  • Credit Suisse (2006-2008): worked as a legal consultant on the bank’s business management team in New York City which coordinated the execution of commercial securitization trusts, high yield debt sales, and commercial real estate financings.
  • Legal staff and intern positions (2000-2003): performed various legal tasks for the Federal Communications Commission, Shearman and Sterling, and Brand, Brand, & Burke, related to public utilities, telecommunications, and commercial arbitration.
